FY 2006 Audit

The City of Orange Finance Department operates under the direction of the Director of Finance and is responsible for all the financial functions of the City. These functions are divided into the following divisions and activities:

Finance/Accounting - Is responsible for all of the City's finance, accounting and cash management activities.

Billing and Collection - Is responsible for the billing/collection of the Water/Sewer/Garbage Utilities. This division is also responsible for the collection of most of other revenue sources of the City.

Municipal Court - Is responsible for the Court Administration functions of the City and falls under the Billing and Collection Division.

Personnel - Is responsible for the Human Resource Management functions of the City.

Vital Statistics - Is responsible for the management of Birth/Death Records.

The Finance/Accounting Division activities include Annual Budget coordination, Comprehensive Annual Financial Report, Industrial District Contract billing, investment activities and reporting, project cost accounting, general ledger reporting, divisional budget reporting, payroll processing, purchase requisition processing, accounts payable, fixed asset management and all other accounting activities of the City.
