CITY OF ORANGE

BOARDS AND COMMISSIONS

 

The City of Orange exercises appointment authority over the following Boards and Commissions. These committees act as advisors and were created by State or local legislative authority depending on their functions. Following is a listing and brief description of the function of the City's Boards and Commissions. 

Board and Commission members are appointed by the City Council for two-year terms and may serve a total of four two-year terms. The individuals who serve on the City's Boards and Commissions serve in a volunteer capacity.

BOARD OF ADJUSTMENT

Created by Ordinance 1984-62, consists of 7 members. Meetings held on the 3rd Tuesday of each month.

Established according to applicable state law primarily to grant variances from the strict application of the Zoning Ordinance; also empowered to approve special exceptions.

Current members of the Board of Adjustment are: Jamie Wilson, William Triggs, Ruth Hancock,  Robert Sims, Dorothy Brandon, Weldon Townsend and Larry Duhon.

CITIZEN'S ACTION COMMITTEE

This committee reviews applications and makes recommendations to the City Council regarding levels of CDBG funding consistent with the Citizen's Participation Plan and the City of Orange Consolidated Plan.

Reviews applications, interviews students, and makes the selection for the City of Orange Scholarship Program.

Current members of the Citizen's Advisory Committee are:  VACANT, Phyllis Smith, Willie Perry, Raymond C. Young,  Essie Bellfield,  Elyse Thibodeaux, Henry Lazenby, Charles W. Guillory, Cheryl Pollard and Sarah Richard.

CONVENTION & VISITORS BUREAU BOARD

The Convention & Visitor's Bureau Advisory Board assists the city in the proper operation of the Convention and Visitor's Bureau by making recommendations for the expenditure of hotel/motel tax revenues to encourage tourism within the City of Orange

Current members of the Board are: Cecil Broom, Dee Didyck, Penn Johnson, Benjamin Meadows, Carol Sims, Jack Patel and David Scott McIntosh.

CIVIL SERVICE COMMISSION

Created by Ordinance 1953-58, 3 members and 1 Director. Meetings are held as may be necessary.

Established in accordance with the Local Government Code governing Police and Fire Civil Service employees.

Current members of the Civil Service Commission are:  Patricia Anderson, Director; Charles W. Guillory, Michael W. Franklin and Jerry D. Penick.

ECONOMIC DEVELOPMENT CORPORATION

The Corporation consists of 7 members and is organized exclusively on behalf of the City for the public purposes of promoting community improvement and economic development within the City and the State of Texas of new and expanded business enterprises to provide and encourage employment in the furtherance of the public welfare of, for and on behalf of the City by developing, implementing, providing, and financing projects under the  Development Corporate Corporation Act of 1979 and as defined in Section 4B of the Act.

Current members of the Economic Development Corporation are William D. Klein, Charles W. Guillory, Dan Mohon, Ben Culpepper, William Brown Claybar, Cynthia Jackson and Thomas C. Sweetser.

HOUSING AUTHORITY BOARD

The Board consists of 5 members. Meetings are held on the third Tuesday of each month. The Board makes independent decisions and acts in an advisory capacity directly to the Orange Housing Authority operating under HUD guidelines.

Current Board members are:  Mary McKenna , Joyce McGhee (tenant member), C. W. Crawford, Michael Combs and Patricia Coppage.

HOUSING FINANCE CORPORATION

Created by Resolution 1979-91, the Corporation consists of 5 Directors, and was formed to provide a means of financing the cost of residential ownership and development that will provide safe housing.

Current members are William Brown Claybar, President; Theresa Beauchamp Vice-President, and Directors, Jimmy Sims, Cynthia Jackson and Deborah Mitchell.

LIBRARY ADVISORY BOARD

Created by Ordinance 1968-14, the Board consists of 5 members. Regular meetings are held quarterly in February, May, August and November.

The Board serves as an advisory committee to the City Council and the Orange Public Library. The Board conducts studies of special problems relating to library service and operations; and makes library service policy recommendations to the City Council and/or City Manager.

Current Board members are Van S. Barnett, Kay Carlton, Jo Ann Pledger, Nancy Dallas and Rebecca Johns.

PLANNING AND ZONING COMMISSION

Created by Ordinance 1964-29, and amended by Ordinance 1967-32, the Commission consists of 7 members. Meetings are held on the first Tuesday of each month.

The Commission makes recommendations to the City Council concerning proposed changes in land use or zoning that may affect the welfare of the community. In addition, the Commission also makes decisions concerning proposed subdivision developments, and is responsible for the development and maintenance of the City's Comprehensive Master Plan.

Current members of the Planning and Zoning Commission are:  James T. Pledger, Randolph S. Knipp, Raymond C. Rogers, Van Barnett, Shane Johns, Mark Frey and Cullin Smith.

HISTORIC PRESERVATION COMMISSION

Created by Resolution 1996-131, the Board consists of 5 members. The Board promotes the historic features of Orange to residents of Orange County; disseminates information to the public, owners of historic landmarks and owners of property within historic districts about the preservation and enhancement of historic landmarks; and reviews building plans with applicants anticipating new construction in designated historic districts. The Board also conducts research on the historic features of the city; makes recommendations on potential historic landmarks; considers landmark improvement plans, and other duties as set forth in the City of Orange Code of Ordinances.

Current Board members are: Michael Combs, Myra Sanders,  Betty Wade, Jerry Pennington, and Monte Morphew.
